2. It may be truly said that China's misfortunes are Russia's opportunities. What success Russia has achieved she owes entirely to China's internal feuds and

Were a to the paralysis of her central administration. strong central Government, no matter of what political complexion, in power at Peking itis scarcely conceivable that Russian methods and intrigues would be tolerated. Student organisations would notbe permitted to incite Chinese mobs to violence, nor would Communist demogogues escape exemplary punishment if their endeavoured to stir up industrial strife. But with the Chinese provinces hopelessly mi agoverned, with rival generals struggling for supremacy, with treachery and suspicion in every camp, with the endless imposition of taxes to provide funds notfor public utilities but for the maintenance of

the provincial armies, and with railways and

communications deteriorating and commerce decaying, the

Russians have had ample opportunity to aggravate national

discontent, to create diversions and exploit them in

her own interests, and to take advantage of the

fluctuating issues in the Chinese civil wars.

This

policy she will doubtless continue to follow as long as

brigandage and ararchy prevail in China, and until the

provinces are subservient not to the whims and caprices of provincial governors and commanders but a strong central executive we must always be prepared for further trouble

at the treaty ports.

Russia's primary objective is not the

establishment of a Communistic social order in China. but
